Registration Information
 For Out-of-State Institutions Of Higher Education
Offering Online Education

Pursuant to the new law that took effect on July 1, 2012, out-of-state institutions that enroll Maryland students in fully online programs must register with the Commission.  Emergency regulations implementing this new law were adopted by the Commission and effective on October 17, 2012.  These regulations have been permanently adopted by the Commission and went into effect on February 18, 2013.  These are posted on MHEC's web-site: “Out-of-State Online Registration – February 18, 2013" (pdf)

The Out-of-State Online Registration Mailbox, onlinereg@mhec.state.md.us, will be exclusively used for communication regarding online registration.

View the list of institutions determined to be in compliance with the requirements of the Education Article, § 11-202.2 of the Annotated Code of Maryland and COMAR 13B.05.01 for fully online programs.
